Jill M. (Noe) Newman (’87)

Colonel Jill M. Newman graduated from the University of Tennessee in 1987 and was commissioned as a second lieutenant in the Chemical Corps. Her assignments included: brigade chemical officer, maintenance platoon leader, combat developments officer (Battlefield Automation), company commander, secretary of the general staff, and company and battalion tactical officer at the USMA, West Point.

Following attendance at the Air Force Command and Staff College in 1999, Newman became a Functional Area 50 (Force Management) Officer. She served in several staff positions with U.S. Joint Forces Command, culminating as the lead for the command and control functional capabilities board supporting the Joint Staff J8. Newman then deployed to Baghdad, Iraq as the plans division chief for the Iraqi Training and Advisory Mission – Army. Following her deployment, she returned to the Pentagon serving as the Division Chief for the Force Accounting and Documentation Division in the Army G-3/5/7.

Since military retirement, Jill has served two assignments with the West Virginia State Government. From 2015-2017, she served as the Chief of Staff of the West Virginia Department of Education. Later in 2017, Jill was appointed as the West Virginia Deputy Secretary of Transportation and the Deputy Commissioner of Highways.

Jill and her husband Gary, reside in Scott Depot, West Virginia.
